The 2022-23 school year marks Moyer’s 25th year as a public school administrator, his 13th as a superintendent. Dr. Moyer has served as an assistant superintendent, principal, assistant principal, and athletic director prior to becoming a superintendent. He is under contract through the 2023-24 school year.
Under Moyer’s leadership, the Board of Education identified four priority areas for the District: Academic Growth and Success, Wellness and Belonging, Communications, Community Engagement, and Partnerships, and Financial and Organizational Management. Arlington is one of approximately 100 districts from across the country selected to participate in the American Association of School Administrators (AASA) Learning 2025 Network. Involvement in Learning 2025 will help support Arlington’s commitment to supporting these priority areas and ensure student-centered, equity-focused, future-driven, personalized learning experiences for all students. The Professional Learning Communities (PLCs) model is the foundation of Arlington’s work.
In his first year in Arlington, Moyer led the drive to create Arlington Connect, a comprehensive Community Engagement effort that will kick off during the fall of 2022. Last October, Arlington was named Hudson Valley Magazine’s Reader’s Choice as the top school district in the Valley. The District has implemented Universal Pre-Kindergarten and identified a plan to adopt and implement consistent phonics instruction across the District. This past school year, Arlington was named one of 60 Seal of Civic Readiness pilot districts in the State of New York. Arlington has also begun work to develop a Manufacturing Pathway for student in partnership with Hatfield Metal Fabrication. This next school year, all classrooms across the District will be equipped with Interactive Flat Panels.
Arlington is extremely proud of its continued commitment to equity. This past year, the District’s Wellness and Belonging Committee and Building Equity Teams developed a system in which surveys and empathy interviews led to each school establishing outcomes and action plans specific to their individual needs. The No Place for Hate and My Brother’s Keeper’s programs continued their impressive work. Thanks to the hard work of many administrators and teachers, 175 more students of color and low income students will be enrolled in AP Coursework, and 80 additional freshmen in a course leading to an upper level math experience, this upcoming school year, then were in 2021.
Less visible efforts to improve the student experience include solidifying a school improvement planning process that includes identifying and analyzing short-cycle improvement goals, which will drive future PLC work and the systematic development of a comprehensive Multi-Tiered Systems of Support that ensures academic and social emotional growth in Arlington for all students to the greatest extent possible.
His previous district, Elmhurst (IL) District 205, was named the 2019 Illinois Association for Supervision and Curriculum Development’s Exemplary District for Overall Excellence in Whole Child Education for providing Healthy, Safe, Engaged, Supported, and Challenged learning environments for children. He led an intensive four-year community engagement effort, Focus 205, that resulted in the successful passage of a $168.5M referendum on November 6, 2018. During his time in Elmhurst, the district was recognized as one of the most innovative districts in the country, having been selected to participate in the AASA’s inaugural Innovation and Transformational Leadership Network and by Harvard University to participate in its Scaling for Impact project.
Dr. Moyer was named a Superintendent of Distinction in the State of Illinois on April 21, 2015. He was the superintendent for Moline-Coal Valley (IL) at the time, which was recognized in July 2015 as a national District of Distinction by District Administration for its work in the area of Administrator Capacity Building.
Dr. Moyer is very involved professionally. He has presented at numerous state and national conferences, included the American Association of School Administrator’s (AASA) National Conference on Education and the International Center for Leadership in Education’s National Model Schools Conference. Most recently, a team of Arlington Administrators presented at the AASA Learning 2025 National Summit in Washington, D.C., in June of 2022 on the topic In Search of a New Excellence: Creating the Future While Respecting the Past. His article “Creating Coherence with Instructional Rounds” was published in the December 2017 issue of School Administrator. He is a regular book reviewer for the publication. In 2018 Moyer was one of 33 educators from around the country selected by Education First to travel to Finland to learn about its highly regarded education system. He previously served on the Illinois Association of School Administrators’ Student Growth Sub-Committee and the Wisconsin Department of Public Instruction’s Work Team to develop a new statewide principal evaluation system.
As a superintendent and throughout his administrative career, Moyer is noted for implementing programming for students consistent with the Learning 2025 principles, including a Business Incubator program, instructional coaches, Two-Way Dual Language Spanish Immersion, Project Lead the Way, career pathways, systematic intervention and enrichment opportunities for students, comprehensive middle school redesign, Freshman Academy, and the construction of four new schools with modernized media centers and learning spaces.
Moyer earned a Doctorate in Educational Administration from Northern Illinois University (NIU) in 2004. He holds Master’s degrees in Educational Administration from NIU and Sports Administration from Eastern Kentucky University. An English major, he completed a Bachelor’s degree in Secondary Education from the University of Wisconsin.
Dr. Moyer has worked as a graduate instructor for Northern Illinois University, Aurora University and Western Illinois University. He was inducted into the Sheboygan A’s Baseball Hall of Fame on June 13, 2015. Moyer has many interests outside of school. He is an avid reader and enjoys grilling and music. A former drummer, Moyer has seen Bob Dylan perform live 51 times.
Moyer has a long history of involvement in local Rotary Clubs. He is a Harris Fellow and is currently a member of the LaGrange Sunrise Rotary. He and his wife, Donna, have five adult children and live in the area with their husky, Juliet.
